Hi there, I am running Xubuntu Feisty Fawn with the latest updates as of March 28, 2007, and I'm unable to reproduce this problem.
I set my top panel to the same width as you (28), and tried to add all of the same plugins (I couldn't identify some of them), and my panel operates normally.
