Sure I'm attaching the correct and incorrect shots. Currently all the
images exist for gpm in /usr/share/icons/hicolor. Putting the images
from 22x22/apps/gpm-* into ~/.icons/CURRENTICONAME displays the correct
image, using the 22x22px image. When that image isn't found it resorts
to the scalable svg version of the image which is horribly blurry.

The reason the Human theme works is because ICONSIZE/apps/gpm* exists,
but gnome and Tango don't have these in there. I believe technically the
gnome-icon index.theme should Inherit="hicolor" but that's not what
they're doing. I've noticed even without the Inherit="hicolor"
NetworkManager still falls back to /usr/share/icons/hicolor icons.
