Just a quick note - the lack of 3D effects were solved simply by going into System > Preferences > Appearance > Visual Effects and turning them back on. Still, the initial bug was problematic, and would be daunting to a user unwilling/unable to go searching through config files (or wherever the option would have been in gconf-editor).
