Public bug reported:

I've installed 10.04 desktop, in the default English language, just like I want 
(to keep) it.
Additionally, I like:
 * Applications (evolution) to have Dutch spelling check enabled too.
 * Time in 24h format
 * Nothing else.

These are my steps which led to a successful result, but had undesired side 
effects.
System -> Administration -> Language support -> Install/remove language
Scroll to Nederlands, and _only_ tick the 'Spellchecking and writing aids' box. 
-> Apply
Text -> Display numbers, dates, currency in format: Nederlands (Nederland).

After a reboot, the time became 24h, and spellcheck works.

But I also get asked if I want to "Update standard folders to current
language". No, Keep old Names. It shouldn't even ask me I think...

Now there's a weird side effect. Some strings I see in the menu and as text in 
applications remained in English, others became Dutch. I wanted to remain all 
this in English.
Looking at menu Applications -> Internet, I see Empathy IM Client (English) and 
also GWibber sociaal programma (Dutch)

Going back here:
System -> Administration -> Language support -> Install/remove language
Is see that Language for menus and windows became 'Dutch', that's what I gather 
from the screen (see attachment). I didn't ask for this. I dragged english to 
the top. After a reboot, I think this will take effect? Let's see, but first I 
need to save this bug.
