A problem for me too... Dpkg exits with an error:
E: /var/cache/apt/archives/tzdata_2010k-0ubuntu0.10.04_all.deb: error creating hard link `./usr/share/zoneinfo/Australia/ACT' Looks to me like it is looking for ./user....
