I can confirm it on three different machines (an older desktop, an Amilo Xi 2428, and an Eee 901), each after upgrading to Lucid. Only the Amilo is fast enough so that the effect is not too disturbing, but the effect is there (cursor switches to the "waiting" circle each time the pdf scrolls by one click of the scroll wheel, as Scott wrote). The problem was not present in Karmic.
