Whether it is in this or that category is one thing, but the website itself is far too confusing, requiring one to plow through multiplied pages of definitions and fine points before even finding a way to make a report of any kind. This, in itself, should be a bug report. If you must invalidate this complaint as a bug report, proper, then please re-assign it as a support request, or, better yet, copy / paste it to both categories, as I believe it does apply to both.
