Public bug reported:

I am not using "Indicator Applet" and "Indicator Applet Session" (I have 
removed them from panel)
Instead I use gnome-volume-control-applet for sound volume control
and I use Shutdown item from System menu for restart/shutdown actions.

80% cases of starting Lucid Lynx everything is perfect.
But in rest of cases, sound system of Lucid is not working
(like muted, but all sliders in gnome settings or even alsamixer are ok)
When I investigated it, I found that in these problematic cases,
there is empty list in "Hardware" tab of Sound Preferences
(displayed from context menu of gnome-volume-control-applet tray icon),
while in 80% cases, there is a displayed item.

Strangest thing is, that just in those cases sound system is non-working,
also "Shutdown" item in "System" is not available.
(So I must restart/shutdown with "init" command from Terminal).

Connection of these two problems may be caused by some gnome service hangs
at startup? Because I see no reason of connection between sound off and restart
menu item problems.

Note 1: According to Device Manager, I have "82801JI (ICH10 Family) HD
Audio (Intel)" audio.

Note 2: Even if I use "Indicator Applet" instead of gnome-volume-control-applet,
the "sound is off" problem is still present
