Yeah. People pointed out a number of situations where the fixed timeout is counterproductive (for both users and developers), and got nothing back but "the decision is final, move to another distro if you don't like it."
So I think everyone gave up arguing with a brick wall and installed the patched version of notify-osd. Or moved over to Fedora.
