This bug is only present on ATI driver 8.28 and later. 8.27 was the last known release that this didn't occur. The problem isn't actually mythtv, but rather how the radeon x### video card driver handles YV12 video through the Xv adapter. ATI has been notified about this bug, but there is no ETA with regards to when it will be resolved
