I don't understand what you mean with respect to "This isn't Debian. This is Ubuntu." That response somehow doesn't make much sense to me.
About the configuration into a working state - please read the linked bugreport in Debian about that the other approach also was giving quite some people troubles, so it was reverted back. About having it configurable, this won't happen. beep is a ~250 line C program. Adding the complexity of a configuration file would outweight the benefit by far.
