Without this functionality, Launchpad still works. Indeed, the Report
Bug wizard is found in individual packages where the developers have
chosen to offer a bug report avenue.
But it is still Nice if we could have a generic bug report wizard for
the many cases where the user does not know how to or where to file
bugs. In fact, the wizard can also ask, "Is this a Bug, or is this a
Question?" so that users can file their bugs/ideas accordingly.
