 Config files that get deleted on purge are those stored below the /etc
directory. This is e.g. the init.d script for wesnoth-server.

 Files in the home directory are not part of the package management,
they might still hold relevant information for the user. In the case of
wesnoth the multiplayer/forum password is stored in there, too. People
might want to keep it even though the system administrator likes to get
rid of the software.

 Please notice that this is no specific behavior of wesnoth, it is a
general approach amongst all package that store data in the home
directory of the users.
