In my Lucid system I never encountered this and there is also no "~/.config/user-dirs.dirs" in this Lucid install in ROOT.
I would have presumed that if I had modified the file as above, that even a new release would then be correctly configured. Also, I have not done a completely new Karmic install in a while, and am not testing Maverick.
