I reinstalled 'dbus' and this cleared the error but I'm seeing strange behavior.
Logged in as a regular user. Time and Date: all greyed out and "you are not authorized...", no prompt to enter root password. Users and Groups: can only change Password for current user, the other Change buttons do nothing and can do nothing with any other users.
