I'm able to induce the situation if I run 'cpan' on a complex module (this is only one way to induce it, it's not the only time this happens).
I did it from a tty, and soon after running the command, I suddenly got a huge barrage of messages scrolling quickly on my screen. It was obvious that the messages were looping, nothing new was being added. I was able to take some photos of what was scrolling by with my camera at a high exposure setting.
