This might not have been the right bug - but anyway simple-scan was complaining about a missing HP plugin. From hplip-gui there is an option to in the device manager "Install Required Plugin". This failed with what looks like a permission problem. So I ran it from the command line
sudo hp-plugin that seemed to succeed and I can scan now.
