In Lucid (as in Debian), the Glassfish JSTL implementation is provided by the glassfish-javaee package (as glassfish-appserv-jstl- 2ur2-b04.jar).
Note that JSTL is not part of the upstream tomcat6 distribution either. It is, however, packaged with the "examples" webapp. It's true that the "tomcat6-examples" package in Debian/Ubuntu does not provide jstl.jar (or standard.jar, for that matter).
