Yes, the SATA setting is AHCI. I just rebooted and I again get 23 seconds. I will try to attach a copy of dmesg. Note that I have installed bootchart. That installs /etc/init/bootchart.conf. Maybe the placement of another job that runs early in the upstart queue changes the timing of the upstart jobs so that things just work. I have had the same thing happen on another machine where boot would hang unless I changed the order of the upstart jobs. I will also try to upload a copy of the bootchart image that was created on the last startup. It will give you an idea of the timing of all of the boot process. I will also try removing bootchart and see if the the boot delay comes back.
