@resolv_25: As said in comment 4, the tool is removed on purpose, but it
will come back. The reason for the removal is explained in bug 433701
.Try

sudo service cups start   (will be reset on next boot)

or (from comment 16):

sudo update-rc.d cups defaults  (will be permanent)
