I have been having a similar problem in Kubuntu 9.10 since the late April updates. Another problem occurred at the same time and somewhat obscured this, but I have now resolved that, leaving the kdm bug. It seems to be due to kdm judging from the logs, .Xsession-errors in particular. However the kde people say that it must be a distribution bug, so I suspect this may be a great merry-go-round. I cannot tell if kdm uses pam for authentication or not, so it is possible that the problem lies there.
