Same problem here with a Debian Sid / 2.6.34-1-amd64.

The adapter seems to be in HID mode[1] at boot time, ie wireless
keyboard and mouse are working but in restricted mode (no multimedia
keys, no fn key, etc..).

I tried to play with hid2hci tool with no luck:
 - changing the bluetooth adapter to hci mode has no effect.
 - changing the pseudo usb hub (0a5c:4500) to hci mode causes the bluetooth 
host (05ac:8215), keyboard (05ac:820a) and mouse (05ac:820b) to be disconnected 
but then launching `hcitool dev` reports no device.
