In Ubuntu 9.10 and above (at least) this should no longer be an issue, because network interfaces are brought up asynchronously and will not block the boot. You still can't interrupt the dhcp with ^C because dhcp- client isn't run on the console /at all/, but if you want to kill it after the login prompt is up, you can kill it off like you would any other process.
