Exact reason found and corrected: see bug #539467. The "SATA Link Power" was being turned off, apparently when there was still disk activity waiting. Applying "lucid-proposed" version of pm-utils-powersave-policy (currently at 0.3.1) resolves the issues about stopping completely.
Note that the issues about starting were resolved by using the Broadcom STA rather than B43 driver.
