I can confirm the strange behavior.
This should not considered a bug because it's a configurable behavior of
the extpref plugin that can be deactivated in the "Extended Preferences"
plugin window.
The bug #393469 has been Triaged, and the same should be for this
ticket, that refers to the same behavior.
