I appreciate the frustration you are experiencing. The Lucid release brought a 
record number of new users. It overwhelmed the U1 servers.  The U1 team is 
working hard to fix the slow system performance.  That being said, there was 
something client side I noticed.

UbuntuOneUserSyncdaemonConfig:
 [bandwidth_throttling]
 read_limit = 2097152
 write_limit = -1

The write_limit is -1. To fix this close Ubuntu one Preferences. Then
open a Terminal. Run the following command to close the syncdaemon:

u1sdtool -q

Then remove the config. It will be recreated the next time you launch
Ubuntu One.:

rm ~/.config/ubuntuone/syncdaemon.conf

Then restart Ubuntu One as usual.
