I can confirm this issue with LANGUAGE=C — LANGUAGE=nl_NL doesn't seem to be affected by this — and with Compiz disabled. With Compiz enabled no workspace names whatsoever are shown, apart from the persisting tooltip "Currently virtual desktop: 'Workspace 1'", which appears no matter what workspace you're on.
I'm setting this papercut to Triaged as this is indeed a valid issue for those that are using a computer that doesn't support Compiz. However, as a lot of users don't change the workspace settings this issue will most likely remain relatively low-profile; I don't expect it to be selected for any of the 10 rounds this cycle, or the next.
