I have the Huawei UMG1831 and I am experiencing this exact same issue. Now, I needed to install usb-modeswitch and update my /etc/modules to do a "modprobe usbserial vendor=0x12d1 product=0x1404" in order to get Ubuntu 10.04 to see the device. If I boot the system with the USB stick connected all is well, but if it is not connected I need to execute the modprobe command manually to get things working again.
