Thank you for taking the time to report this bug. However, this is not a bug report, but a suggestion that would change the behaviour of the Application Indicators substantially. Although it is indeed the intention of the designers that every application using Application Indicators should also provide an option to disable it, this is not something that should be provided by Application Indicators itself.
Furthermore, managing services is completely out of the scope of the applet.
