Not true:

I agree with inode77, for servers, which frequently run sans-X, this
should just be commented out.

BTW:  this is still and issue in lucid (10.4)

Similarly, mail should not be logged by default in /var/log/messages and
/var/log/syslog -- I'll file this as a separate bug report.
