Public bug reported:

On Dell Dimension 2400's using Intel 845GV chipset, since the blacklist
can no longer be bypassed, it is not possible to use an Nvidia PCI card
fully because the Intel 845GV chipset is blacklisted. I have seen the
same problem with 9.10 but was able to utilize the blacklist file to get
around this problem, now in 10.04 without the ability to SKIP_CHECKS on
the blacklist, there is no way to enable Compiz or any advanced
appearance settings. I suspect that not only 845G / DELL Dimension
2400's are affected but possible other machines that have blacklisted
PCI devices on the motherboard but are using upgraded PCI graphics
cards.
