Does not appear to be a duplicate because in report #571613 the user can
successfully suspend repeatedly using the sleep.sh script from the console.
In my scenario, calling shell.sh after stopping x server results in the fake
suspend where the screen blanks a few seconds as it tries to suspend and
then immediately wakes up again just as it does when calling suspend from
the gnome desktop gui more than once.
