Binary package hint: apt-xapian-index

Currently apt-xapian-index uses a significant amount of cpu while updating.  If 
the battery level is low at the time of the update, the sudden increase in cpu 
usage could lead to a loss of the users data.
I propose doing a check for if the system is running on battery, and postponing 
the job until a later time.

/etc/cron.daily/mlocate checks for if on the battery, and could be used
as a basis.

It could be a better idea to request anacron implement a battery check
instead.
