I have this same problem when trying to download torrents with Transmission in Ubuntu 10.04. It has been affecting me since I installed the Ubuntu 10.04 beta (prior to that I was not using Ubuntu).
I am using an IBM ThinkPad T42p 2373KXM. Linux slick 2.6.32-22-generic #33-Ubuntu SMP Wed Apr 28 13:27:30 UTC 2010 i686 GNU/Linux. I have a feeling this may be related to the ext4 file system, since I did not experience this previously when using ext3. Could also be related to the atheros wireless driver being used for internet connection. Ethernet controller: Atheros Communications Inc. AR5212 802.11abg NIC (rev 01).
