I'm not sure if it's the same bug or not, but in Ubuntu Lucid there is
also a problem similar to this: in gnome-keyboard-properties, when I
click on the "Apply System-wide..." button on the Layouts tab, nothing
happens. The authentication dialog doesn't show up. When I run the
program from a terminal window, clicking on the button triggers the
following error message to show up in the terminal:

Caught remote method exception
org.freedesktop.DBus.Python.PermissionDeniedError: Permission denied by
policy

I don't know if this is the same bug or I should file another bug
report.
