I have this bug on two computers, both laptops. Thus it is reproducable. Steps. 1. Set up a blank ubuntu install. 2. Install Squid with the configuration attached. 3. Enter proxy settings in e.g. Firefox. 4. Use the internet connection. 5. Use Gnome network manager to stop network connection. 6. Use Gnome network manager to start a connection (can be the same). 7. Try to access internet. Now connection is interupted. 8. Now restart squid (sudo /etc/init.d/squid restart) (reload does not help).
