Public bug reported:

The CPU fan on my laptop no longer spins in 9.10 and 10.04. It works
just fine in 9.04, it works while it's booting, but once the OS takes
over from the BIOS the CPU stops. This becomes a problem when the laptop
overheats and shuts down. I wasn't surprised that it was broken in 9.10,
but I'm surprised that it's broken in this LTE release.
