I had this problem. For some reason I uninstalled the hardware driver for my video card which is a ati radeon HD4570 and guess what - no more issues when turning off. Now of course it could be totally unrelated, but I know for sure there are issues with the driver for this video card. Start up screen is distorted with the driver enabled. Hope this helps.
