OK, I still don't understand exactly what is happening, and I repeat
this behavior is quite different then in 7.10 and previous versions, but
to get the vbi driver going you need to tell tvtime to use it as the
video device.

IE. 
tvtime -d /dev/vbi0

which is quite strange since -d should point to /dev/video1 and -b
should point to /dev/vbi0. But I can confirm this gets the zvbi working
again.
