Binary package hint: update-manager

I have a working high-speed Internet connection.  I am attempting to
upgrade from 9.10 to 10.4 Kubuntu

After several upgrade attempts on-line, I downloaded and burned an iso.
Attempting to install from the mounted CD also fails.

Although I had chosen "NO" so that no attempt would be made to use the
Internet, the upgrade fails when the installer cannot connect to
146.137.96.7.

The copying of files from the ISO also seems to be very slow--and the
read light indicates no read is taking place.
