I can confirm this. I also noticed that my laptop's (IBM Thinkpad T23) HDD was powering off after 5 seconds. I took a look in /etc/acpi/power.sh and I saw that the power management settings were hardcoded.
The settings for HDD's power management can be configured in /etc /laptop-mode/laptop-mode.conf so there is no need to configure these settings in /etc/acpi/power.sh.
