Public bug reported:

Binary package hint: gnome

This bug report aims at Gnome's handling of windows in z-axis. It is
which window is the frontmost, middle, and back.

If you have a window (i.e. pop-up window), which has a parent window,
the pop-up window should not be allowed to be in front of an other
application's window. Example: If I manually start update manager with a
check, and in the meanwhile opens my e-mail program, I'm disturbed by
windows popping up telling how the check progresses.

In the same manner, if you touch (type with keyboard or click with
mouse) one application no other application is allowed to be in front of
that application. Example: Start two applications and the second takes
(code::block ide, brings first up a plash and then the application
window) a lot of time to load. If you touch the first application, the
second one is always behind the first one until you tell Gnome to bring
it to the active one. Let this be per application, not as now per
window.

** Affects: meta-gnome2 (Ubuntu)
     Importance: Undecided
         Status: New
