I did just try an installation here after configuring an HTTP proxy in System -> Preferences -> Network Proxy. Ubiquity did honour it, as I could tell with netstat, strace, et al - but that didn't necessarily mean it wasn't slow!
I feel that a significant improvement could be gained here by making apt-setup pass through apt's progress bar information.
