Public bug reported:

Binary package hint: upstart

I'm not sure if this is a bug in upstart, but I get no virtual terminals
on ctrl-alt-[F1-F6].

If I do sudo start tty[1-6] the VTs work, so it seems upstart is not
starting the VTs at boot.
