I had the same problem as mentioned above on my EEEpc 1005HA running the
netbook remix of Lucid Beta 2 (I had no problems with Karmic):

i.e. rfkill list showed:
...
2: phy0: Wireless LAN
 Soft blocked: no
 Hard blocked: yes

After reading through all of this, I checked the BIOS and found that wireless 
was disabled. 
Enabling it fixed my problems, and rfkill now longer shows the phy0 as Hard 
blocked.
