Public bug reported:

Binary package hint: firefox-3.5

With a bookmark folder larger than screen size (like the "Latest
Headlines" folder usually is), so that it has scroll arrows, if you pass
your cursor over the arrows in either direction briefly, it will
frequently scroll automatically all the way in that direction.

It will continue doing so until you move back over the arrow.

If you move over the arrow moving in the other direction, it will move
in that direction until you move off, then it will continue scrolling
back, which is very frustrating.

This happens frequently, because after you open the folder, you move
your mouse strait down, over the up-arrow. Then when you try to scroll
down to the lower bookmarks, it works against you.
