The eth0 interface on a Dell Vostro 3400, as provided by the r8169
driver, fails to detect the presence of signal or cable connection.
'ethtool' doesn't report the presence of signal either. I've installed
this system from USB, using the desktop daily image for 20100415.

This happens on every boot; system currently cannot be booted from PXE
for installation because of this bug.

A workaround is currently to issue the 'ethtool -s eth0 autoneg off'
command, after installing ethtool downloaded from another system. Once
autonegotiation is turned off, signal is properly detected and as such,
network-manager for example will see a connection and attempt to get an
address from DHCP.

Using ethtool to change the interface's mode is obviously not a viable
workaround for network-based installs.
