It does not ask for keyboard layout and language as it already runs on
top of an operating system. So I think as it is some kind of native
Windows application it should also honor the keyboard layout configured
there.

It directly asks for a user name and password in the first dialog after 
choosing the type of install. See screenshot #1 here:

As password is masked one will not notice that a different password is
stored than typed (on the configured windows keyboard layout).
