Binary package hint: update-manager

Situation: Bob wants to update his computer, so he moves the mouse to
the Ubuntu update-manager icon in the panel.  Since he double-clicks
some things and single-clicks other things, he double-clicks this icon.

Problem: Now there are two update-manager applications running.

Fix: Update-manager should check if one is already running and not
launch a new copy of itself.  Alternately, the panel icon could at least
check if it has already spawned one and not spawn a second one.
