Alright, well at least this has pinpointed the problem to a kernel regression. I will forward to that team to investigate further. If you're comfortable building the kernel you could test out reverting the suspect patch(s) and see if you can narrow down to the specific patch that causes the issue (or that got dropped from -20 -> -21).
